Next to Melissa Hortman's name, Vance Boelter wrote himself a note: "Big house off golf course 2 ways in to watch from one spot." It appeared in notebooks containing about 45 Minnesota officials, many alongside their home addresses. Federal prosecutors said he watched his victims' homes and took notes before June 14, 2025, when he drove to four houses disguised as a police officer. He wounded Senator John Hoffman and his wife in Champlin, then killed Hortman and her husband Mark in Brooklyn Park.

In July 2026, a federal judge sentenced Boelter to two consecutive life terms plus 40 years. The shootings took minutes. The preparation took weeks, much of it on residential streets where he had to sit, watch and return.

That period before an attack gives a protective detail its best chance to see what is coming. Anyone planning to harm a principal has questions to answer first. Where does the vehicle leave from? Which gate opens? When does the principal move? Who is normally on the door? The attacker can find some of that online, but sooner or later an outsider has to visit the location and look for himself.

Are we set up to notice when he does? This article covers:

  • The evidence. What Secret Service, FBI and court records tell us about pre-attack surveillance.

  • The watchers. Four recent US plots that show who gets hired, how they work and what they cost.

  • The test. How TEDD turns a vague second sighting into a reasoned decision.

  • The route. How to build a surveillance detection route that produces useful observations.

  • The budget. What a two-person detail can do now, and when a separate counter-surveillance element earns its place.

Premium readers also get the Surveillance Detection Route Planner and Sighting Log. It maps channel and observation points, records sightings against TEDD, and flags the same person or vehicle appearing twice at separate times or locations.
